Summary
Digitisation: Economic and Social Impacts in Rural Areas (DESIRA)
Digitisation has shaped the so-called 'third industrial revolution' and is leading to the fourth industrial revolution. It develops
around three axes: connecting people (allowing people to communicate and to interact), connecting things (allowing
automated control of a variety of devices) and connecting data (allowing communication between different sources of data).
These three processes combine with different pace and patterns in relation to economic, social, natural and infrastructural
conditions. They have the power to 'change the rules of the game', revolutionizing consolidated practices in all fields of
society. This creates winners (those who get early advantage of game changers), losers (those who are marginalized by the
change) and opponents (those who resist and elaborate alternative rules of the game). DESIRA will develop a knowledge
and methodological base to assess past, current and future socio-economic impact - including gender differences - of
digitisation in rural areas, agriculture and forestry with a Responsible Research and Innovation approach.
To this purpose:
* DESIRA will develop a participatory, distance-to-target indicator-based online tool for impact assessment of past, current
and future digitisation trends based upon the concepts of Socio-Cyber-Physical System and Sustainable Development.
* DESIRA will build and mobilize a three-level network of researchers users, developers, stakeholders, policy-makers,
community leaders based on a) a multiactor consortium; b) 20 Scenario Labs; and c) an EU-level Rural Digitisation Forum.
* DESIRA will develop an Ethical Code for innovation, a Policy Roadmap for policy makers and 5 Use Cases of ICT-based
solutions to emerging rural/agricultural/forestry problems as examples of RRI approach turned into practice.
* DESIRA will develop a Web Platform (WPF) that will materialize the 'connecting people, data and things' concept. The
platform will be a focal point for all project activities.
