Abstract
Recent political and scholarly discussions in sport have been concerning the stage of gender equality and equality in general in sport. Spark for the evolved interest was the updated Act on the promotion of sports and physical activity in 2015. It demanded more attention to advancing all kinds of equality in sport field and accordingly, the Ministry of Education and Culture obliged the organizations receiving a state subsidy to create their own equality promotion strategies. This article participates in the debate by examining the discourses of gender equality policy in sport organizations’ talk. The research analyzes discourses produced by sportsorganization actors. Is gender equality policy constructed as a tool for change and where are drawn the boundaries of its possibilities? What kinds of gender norms are constructed and contested? The data consists of a research survey about gender equality. The survey was directed to the sport organizations that were granted a state subsidy of sport in 2015. The analysis shows how the meanings of gender equality policy are actively produced in the talk and how it also lines out and mutes the questions that are not willingly covered. Gender equality policy is defined as a constant battle of ideologies, policies of inequality and construction of reality.
