Tiivistelmä
The project analyses policy capacity of stakeholder organizations in education. The key focus is on seven stakeholder organizations in Norway whose policy capacity is analysed at various governance levels (national, regional and local). The Norwegian organizations are compared with their counterparts from a similar education system (Finland) and from a contrasting one (Germany). The projects combines insights from organization studies, comparative politics and sociology of professions into a novel theoretical framework, while the empirical basis comprises analysis of organizational and policy documents, interviews and focus groups, observations of meetings, and network analysis.
