The project will be implemented in four work packages (WP). WP1 concerns situations in which entrepreneurs intentionally decide not to continue investing in new technology and engaging in growth. We will contribute to the understanding of the interplay between the institutional environment, entrepreneurial volition, and industry-level evolution. WP2 addresses cancelled decisions. We focus on such decisions as critical events (Clemente et al., 2017) affecting organizational evolution as trauma and cut-off of a set of possible futures (Dahlin et al., 2018) We contribute to the methodological development of the strategy field as well as to our theoretical understanding of the causes and consequences of strategy processes. In WP3, we study vicarious learning processes in which corporate actors decide not to communicate their observations. The study will contribute to the literature on vicarious learning and organizational ideology by focusing on individual-level self-censorship and its organizational consequences. Finally, for WP4 we will engage in meta-analysis of industry trajectories and especially in theorizing evolutionary trajectories in which firms and governments abstain from managerial and/or political interventions into declining industries. Our contribution will enhance the theoretical understanding of the catalytic role of governments in such processes.
