Monitoring the ECEC system’s different levels on national and international level, is not an idea developed in isolation. This discussion has been brought up hand in hand with increased understanding of the importance of early years and the international student assessment debate. International student assessment, such as TIMSS, PISA, and PIRLS have contributed strongly to education policies and practices around the world. They have provided policymakers and researchers with reliable and internationally comparable indicators on educational outcome but also provided information about what type of changes have occurred over time. This has led to changes in development of education systems, all the way to teacher education programs.
