Abstract

The aim of the project is to provide a comprehensive overview of the national situation regarding digital inclusiveness, best practices, and the roles of the various parties, as well as regarding the metrics that can be used in the assessment of digital inclusiveness. The interim report produced a summary of the concept of digital inclusiveness and its various definitions in different scientific and administrative sectors. The interim report examines and discusses both the concept of digital inclusiveness and the key concept and themes closely related to it. Additionally, the concept analysis highlights the ways in which individuals and different user groups experience digital inclusiveness and role of the various administrative branches and other actors, such as the third sector and enterprises, in enabling the digital inclusion of individuals or groups. Based on the concept analysis, digital inclusiveness can be divided into two separate viewpoints. Digital participation refers to people’s participation in society through digital tools, applications, and services. Digital engagement, by contrast, reflects those measures that are applied to involve people to use digital services and have a positive impact on the environmental factors of digital inclusiveness. As a whole, digital inclusiveness refers to inclusion in a society undergoing a digitalisation process.
