Abstract

This report examines the extent to which the objectives set for democracy and human rights education have been met. The objectives in question include knowledge, skills as well as attitudinal elements, and the facilitation and realization of operational processes. Qualitative and interactional methods have been used to gather data for analysis, including input from children, as well as from school and university students. Based on the concluded inquiry, the following recommendations are proposed for the national development of democracy and human rights education: 1: Institutes of higher education should be encouraged to make studies in democracy and human rights education a compulsory part of the education of teachers. 2: A national program of guidelines for democracy and human rights education should be defined, and adequate resources provided for the development of a coordinating structure, which is responsible for the implementation of the program on national, regional, and local levels. 3: Children as well as school and university students should be regarded as subjects when considering questions regarding the state of democracy and human rights, and democracy and human rights education, as well as in the evaluation and development of both.
