Tiivistelmä

In recent decades, the European Union (EU) has shown a growing interest in Europe’s shared cultural heritage and a European memory that cuts over national boundaries in historical interpretation. Drawing on contested historical memories deeply embedded in national myths, wars and armed conflicts form a challenging basis for the EU to cherish common cultural heritage and promote a European-level heritage narrative. EU cultural policies and initiatives combine top-down and bottom-up interactions between local cultural actors and the Union, as is typical of soft-law instruments. In them, the EU formulates criteria for and finances the implementation of initiatives in which cultural actors participate by competing for project funding or nonmonetary distinctions, such as the European Heritage Label. War heritage is managed in the EU within this policy framework. The EU’s key heritage initiatives approach war heritage through four interrelated master narratives. These narratives emphasize Second World War, the Holocaust, Europe’s twentieth-century totalitarianisms, the political division of Europe during the Cold War, and a total break with the past enabling the emergence of the EU. This founding myth of the Union is supported by approaching Europe’s warlike and violent history through various acts of peace and by describing European integration as a necessity to avoid future wars and armed conflicts in Europe. War heritage is also approached as a site for bringing together people with diverse backgrounds and enabling cross-border collaboration and activities to resist war and commemorate its victims transnationally.
