Abstract

The purpose of this article is to describe the relationship of social policy and sport policy in Finnish society from the 1920s to the 1980s. The main research questions are (1) what kind of parallel objectives have been represented in social policy and sport policy and (2) how the social political and sport political understanding of the agents of the political sectors have changed during the research period. In addition, one aim of this article is to create understanding about the history and influential historical factors of cross-sectoral cooperation in the promotion of well-being of the population.The main research method is integrative literature review and the approach bases on historical sociology. The research material used consists of studies and essential textbooks of social policy and social sciences of sport. According to the literature review,the objectives of state social policy and sport policy have been attached to the general transformation objectives of society during the research period. The objectives and actions of the political sectors have also complemented each other and assisted in the execution of general societal objectives. In the interwar period 1920–1939 the cross-sectoral general objectives were national unification and the alleviation of class differences. Between the 1950s and the 1980s, during the development of Finnish welfare state, the focus changed to the equal promotion of living standards and well-being of different social groups. In the orientation of state sport policy,societal and social political changes have been followed. For example, the social reform of the 1960s led to public sport political discussion and resulted in the redefinition of the objectives and areas of sport policy. It also resulted in the compiling of sectoral legislation.
