Abstract

The report discusses the landscape character area assessment method in light of international research and case studies. The aim is to promote the implementation of the Council of Europe Landscape Convention and the Faro Convention and strengthen landscape democracy and citizens’ participation. Landscape character area assessment enables to combine multidisciplinary data in the process at different scales. This means that cross-sectoral and comprehensive landscape data is available to support land use planning and experimental knowledge of stakeholders can be incorporated into the definition of character areas. The report explores the terminology and background of landscape character area assessment and the scientific discussion and example projects. The case studies test the applicability of the method to two sites in Finland, Laitila village based around a church and Yyterinniemi peninsula in Pori. To conclude, a model is presented for a landscape character area assessment to be applied in Finland, including the possibilities for using the method and needs for further study. The method is composed of the consideration of spatial data and field work. The spatial data considered comprises physical landscape features, landscape history presented as maps and data on participation. The unique character of the landscape and its components and the boundaries of the character areas are obtained by combining the two perspectives. Landscape character areas that are similar to each other can be combined into landscape character types.
