Abstract
The research project covered three areas: 1) how education sector management and principals view the reform, 2) how teachers view the reform, and 3) how final grades have changed in the final assessment of comprehensive school education. The study was limited to the following five subjects: mother tongue and literature, mathematics, physics, English and history.
The results of the research project are based on questionnaires and interviews conducted with the management of education services, principals and teachers as well as on register data on final grades in comprehensive school education. This final report describes how the process of restructuring progressed in municipalities and schools, how education personnel experience the reform, how they interpret the new assessment policies and criteria for the final assessment, and how final grades have changed since the reform. The report also provides recommendations on how to further develop assessment policies and criteria for the final assessment in the future.
