Abstract

A research project funded by the Ministry of Education and Culture examined how the restructuring that was put into effect in the final assessment was adopted in comprehensive school education. The research study was part of the Right to Learn programme, which aims to improve quality and equality in early childhood education and care and in primary and lower secondary education. The programme was implemented by the Ministry of Education and Culture in 2020-2022. The study was carried out by a group of researchers from the Finnish Institute for Educational Research at the University of Jyväskylä and from the Faculty of Educational Sciences at the University of Helsinki.
The research project covered three areas: 1) how education sector management and principals view the reform, 2) how teachers view the reform, and 3) how final grades have changed in the final assessment of comprehensive school education. The study was limited to the following five subjects: mother tongue and literature, mathematics, physics, English and history.
The results of the research project are based on questionnaires and interviews conducted with the management of education services, principals and teachers as well as on register data on final grades in comprehensive school education. This final report describes how the process of restructuring progressed in municipalities and schools, how education personnel experience the reform, how they interpret the new assessment policies and criteria for the final assessment, and how final grades have changed since the reform. The report also provides recommendations on how to further develop assessment policies and criteria for the final assessment in the future.
